Dear Dr. Mozumder,
Thank you very much for your introductory letter dated. 2nd March 2006
regarding the upcoming "Purvashi Oil & Gas Ltd. (POGL) Institute for
Petroleum and Energy Development" in Assam which is being jointly
pursued by Guwahati University and POGL in partnership with TIFAC-CORE
of DU, RRL Jorhat ( a unit of CSIR, Govt. of India) and several
Multinational technology providers from Australia, UK, Canada and USA
having Experience in Assam fields. This is definitely a right step to
open up such an institute which will develop competency in providing
consultancy with support from Multinational Technology providers in
various facets of E&P business. I understand this institute will impart
specialized training of E&P operations and solution to field problems,
through expert services of international companies. In Assam in ONGC
working areas alone, we have got a balance reserve of nearly 128 MMT
and with a present level of production of 1.5 MMT per year, we have a
huge potential to increase our present production level from onshore
Assam Asset. Therefore, potential to accelerate production from Assam
Asset ONGC is huge, only we need to bring the best technology to drill
high-tech wells i.e. Horizontal/multilateral which will result in
production improvement from each well. Drilling of drain hole section
with non damaging drilling fluid is also giving very encouraging
results. Also drilling pay horizon of conventional development &
exploratory wells with non damaging drilling fluid results in quick
activation of wells, reducing lot of testing time, thereby saving cost.
I hope this new institute will bring the multinational companies from
Australia, UK, Canada, USA for sharing their knowledge through various
type of training and partnership collaboration. ONGC has already
offered financial support to one of the institutes in the name of
Clastic Petroleum Reservoir Engineering at Dibrugarh University. I hope
all these institutes in north-east will go in a long way, helping NE
Petroleum sector grow higher and higher. I wish the successful
functioning of this Institute and hope that the objectives of the
